Indonesia DGCA allows only registered flight permit agents to apply for landing or overfly permits in Indonesia. As such, all foreign aircraft operators or international trip planning services companies have to appoint a local permit agent to apply the permit on their behalf. These agents are normally ground handling agents but some agents are merely permit agents.
A. Applying for Landing or Overfly Permits
The process of applying landing and overfly permits for Indonesia is the same. All the requirements are also the same, except that overfly permits don't require passengers manifest. This process takes around forty eight (48) working hours.
Indonesia flight permits need to have approvals from three different government institutions,
in the following sequence:
1st, Ministry of Foreign Affiars (MFA)
2nd, Ministry of Defence (Mindef)
3rd, Ministry of Transportation (MoT)
MFA issues diplomatic clearances, Mindef issues security clearances and MoT issues flight clearances. The flight clearance / permit numbers that aircraft operators state in their flight plans are the numbers issued by MoT through Directorate General of Civil Aviation (DGCA). (Download sample of Indonesian permit / flight clearance).
The following documents are required to apply for an Indonesia landing / overfly permit:
1. Air Operator Certificate (if the aircraft is under an AOC)
2. Certificate of Airworthiness
3. Certificate of Registration
4. Air Operator Certificate Certificate of Insurance
5. Pilot license of both pilots & all crew passport details
6. Passengers details (not required for overfly permits)
Base offices in Halim Perdanakusuma International Airport in Jakarta (WIHH), Soekarno-Hatta International Airport in Jakarta (WIII), I Gusti Ngurah Rai International Airport in Denpasar Bali (WADD) and Sam Ratulangi International Airport in Manado (WAMM), we are physically present in most locations in Indonesia. When necessary, we dispatch our flight operations personnel to the airport that your aircraft lands.
We own most ground support equipment ourselves and operated by our licensed personnel. Those equipment include aircraft towing tractors (Toyota & TLD), baggage towing tractors (Toyota), tow bar and heads (Aero Specialties USA), lavatory service carts, potable water service carts and tarmac transportation vehicles.
Our operations are covered by liabilities insurance of up to IDR 2 billions.
Indonesia is a vast country. It offers a lot of international entry and exit points. The main ones being Jakarta, Bali, Surabaya, Medan and Manado. These locations will normally have CIQ personnel and infrastructures to support the works.
In secondary or remote locations, due to uneven infrastructures, facilities and local conditions, as well as low frequency of international flights, CIQ officers may not be always available and prior notice as little as forty hours have to be given prior to the flight schedules.
It is quite common to find that field CIQ officers, due to its geographical challenges as well as access of information, or experiences possessed by individuals in dealing with foreign aircrafts/crew, the field officer may interpret a policy differently. This includes situations that can be once a while unpredicted when we operate a foreign registered aircraft into a military controlled airport. If such a situation should arise, we will manage the situation for you.
Customs
Each passenger is allowed to bring up to one liter of alcohol into Indonesia. Cash, in any currency that equals to Indonesian Rupiah IDR 100.000.000,- (one hundred millions Rupiah) needs to be declared. Business people doing foreign currency trading, such as currency exchange shops, are allowed to bring equivalent to IDR 1.000.000.000,- (one billions Rupiah), provided they bring necessary document/clearance from the Central Bank of Indonesia.
In certain airport/s, a wedding couple bringing in a wedding gown is allowed without paying an import tax or excise. In another airport, that may not be the case. Officers may interpret regulations differently. The tolerance level of field officers are also quite different. If you are bringing something that may potentially create a room for discussion with the customs officers, which may affect the smoothness of your flight (hence the mood), we suggest that you consult us prior to flying to Indonesia. A 24-hour or earlier advice to AFM will always work better than a last-minute one.
Visa & Passport
Passport needs to be valid at least six months prior to entering Indonesia. Failing to do this will be subject to being denied entry and monetary fine.
Quarantine
If you are unsure about goods to be brought into Indonesia, you can let us check for you. Preferably 24 hours in advance.
